Definition:

The State of Missouri, Department of Revenue is conducting a search for an experienced, creative, and energetic leader focused on positive transformation of the Motor Vehicle and Driver Licensing Division.  The Deputy Director will report directly to the Director of the Motor Vehicle and Driver Licensing Division and is responsible for providing leadership and direction of this major division which encompasses three bureaus—Driver License, Motor Vehicle, and License Offices.  This division is staffed with over 300 employees and has an annual budget of over $16.1 million.


Job Duties:

 

Major responsibilities include: 

·         Administer Missouri’s laws that relates the issuance of commercial and non-commercial driver licenses, nondriver licenses, and permits.  This includes suspending, revoking, and disqualifying driver licenses.

·         Administer Missouri’s laws that relate to titling and registration and collection of taxes for motor vehicles, trailers, all-terrain vehicles, manufactured homes, and marine craft.

·         Administer Missouri’s laws that relates to licensing and regulating motor vehicle and marine craft dealers and manufacturers.

·         Oversee the Driver License and Motor Vehicle public and help desk call centers including knowledge of technology capabilities for expanded customer access options and customer satisfaction e.g., Transactional Interactive Voice Response (IVR), Chat, Text, Email, etc.

·         Oversee the operations of approximately 177 contracted License Offices that assist the state in the issuance of titles, registrations and licenses throughout Missouri.

Minimum Qualifications:

·         Four (4) or more years of professional experience in business, public service or law enforcement administration and knowledge of business administration, management and state government. 

·         Bachelor’s Degree in Business Administration, Public Administration or related area, or equivalent combination of education and experience.

·         Proven experience in managing and holding accountable contract party relationships and effectively partnering with them to deliver services

·         Ability to develop and utilize data to evaluate and measure performance and deliverables

·         Knowledge of Missouri government budgeting process

·         Knowledge of Missouri government legislative process

·         Experience with ensuring accountability and compliance with regulations and contractual obligations
